CIC was the operating company that flew regular services between Saigon and Hanoi, Vientiane (Laos) and Pnom-Penh (Cambodia) on behalf of the Commission Internationale de Controle set up by the 1954 Geneva conference following the partitioning of Vietnam into North and South regions
